Dr. Tiffany E. Hamm is the Chief, Department of International HIV Prevention, Care, and Treatment for the Division of Retrovirology, Walter Reed Army Institute for Research (WRAIR)/ U.S. Military HIV Research Program (MHRP). The MHRP is a multi-dimensional project dedicated to HIV vaccine development, prevention, disease surveillance, and care and treatment for HIV.

Dr. Hamm functions as the primary U.S. Government representative for the Department of the Army to the President’s Emergency Plan for AIDS Relief (PEPFAR) under the Office of the Global AIDS Coordinator (OGAC). She serves on several multi-agency groups including OGAC support teams for the countries of Kenya, Nigeria and Tanzania and the palliative technical working group.

Dr. Hamm’s primary function is to oversee the implementation of large-scale, comprehensive care and treatment programs to include provision of anti-retrovirals (ARVs) for all MHRP Africa research sites, Kenya, Nigeria, Tanzania, and Uganda, and their surrounding communities, as well as the responsibility of tracking funding for Vietnam. These programs encompass behavioral and clinical prevention interventions, HIV counseling and testing, ARV treatment, support networks for HIV infected individuals and their families, and palliative care. Duties include directly managing a funding portfolio of over $40M/year, grants to implementing partners issued from the U.S. Army Medical Research and Materiel Command, and site specific collaborations which includes local hospitals and community groups, as well as and local and national non-government organizations (NGOs).

Prior to working with the MHRP, Dr. Hamm served as Peace Corps Volunteer in the Solomon Islands and the Kingdom of Tonga in the South Pacific. In the Solomons, she was head of the science department of the Pawa Secondary School, teaching form 3, 4 and 5 courses. In Tonga she was a program manager for a NGO in the South Pacific focusing on women’s development. In this position, she assisted staff and Executive Committee members in the development, implementation, monitoring and evaluation of projects covering nutrition, small business development, environmental issues, legal literacy, safe water provision, and community project planning.

Dr. Hamm is a graduate of Mary Baldwin College with a Bachelor of Arts in Chemistry and she holds a doctorate in Microbiology from the University of Virginia. She has over ten years of research experience studying HIV replication and RNA transport and over six years experience in international development/program management.
